People will come from all over the world to worship God (in Jerusalem) at that time (cf. Isaiah 49:22; Isaiah 43:6). What Isaiah described was more than just the return from exile in Babylon. Sinim may refer to Aswan in southern Egypt, which marked the southern border of the civilized world in Isaiah’s day. Some older commentators suggested that "Sinim" may be a reference to China.
