Originally a voluntary organization (Santa Hermandad or Holy Brotherhood) for maintenance of public order, in Spain. Throughout the Middle Ages such alliances were formed by combining towns to protect the roads and were extended to political purposes. At one time they formed a general police force under officers appointed by themselves, endowed with large powers of summary jurisdiction.
