The Law of Retaliation found in Old Testament passages are Exodus 21: 22-25, Leviticus 24: 17-22, Deuteronomy 19: 15-21.
It was designed to prevent personal actions of revenge, to prevent such crimes, and to punish the offenders appropriately. It was meant to see Justice in society and the court to take the decision.
In Matthew 5: 38, we see what the court should do to the person who committed a criminal offense. In Matthew 5: 39-42, Jesus addressing the issue that what a believer should do when insulted or offended. When we are offended we should not take personal revenge, instead turn them over to government authorities and/or to God Himself.
