Matthew 26:57-62 NIV
57 Those who had arrested Jesus took him to Caiaphas the high priest, where the teachers of the law and the elders had assembled. 58 But Peter followed him at a distance, right up to the courtyard of the high priest. He entered and sat down with the guards to see the outcome.
59 The chief priests and the whole Sanhedrin were looking for false evidence against Jesus so that they could put him to death. 60 But they did not find any, though many false witnesses came forward.
Finally two came forward 61 and declared, “This fellow said, ‘I am able to destroy the temple of God and rebuild it in three days.’”
62 Then the high priest stood up and said to Jesus, “Are you not going to answer? What is this testimony that these men are bringing against you?”

21 But select capable men from all the people—men who fear God, trustworthy men who hate dishonest gain —and appoint them as officials over thousands, hundreds, fifties and tens. 22 Have them serve as judges for the people at all times, but have them bring every difficult case to you; the simple cases they can decide themselves. That will make your load lighter, because they will share it with you.

Deuteronomy 1:12-17 NIV
12 But how can I bear your problems and your burdens and your disputes all by myself? 13 Choose some wise, understanding and respected men from each of your tribes, and I will set them over you.”
14 You answered me, “What you propose to do is good.”
15 So I took the leading men of your tribes, wise and respected men, and appointed them to have authority over you—as commanders of thousands, of hundreds, of fifties and of tens and as tribal officials. 16 And I charged your judges at that time, “Hear the disputes between your people and judge fairly, whether the case is between two Israelites or between an Israelite and a foreigner residing among you. 17 Do not show partiality in judging; hear both small and great alike. Do not be afraid of anyone, for judgment belongs to God. Bring me any case too hard for you, and I will hear it.”

Deuteronomy 16:18-20 NIV
18 Appoint judges and officials for each of your tribes in every town the Lord your God is giving you, and they shall judge the people fairly. 19 Do not pervert justice or show partiality. Do not accept a bribe, for a bribe blinds the eyes of the wise and twists the words of the innocent. 20 Follow justice and justice alone, so that you may live and possess the land the Lord your God is giving you.

Deuteronomy 17:8-11 NIV
8 If cases come before your courts that are too difficult for you to judge —whether bloodshed, lawsuits or assaults —take them to the place the Lord your God will choose. 9 Go to the Levitical priests and to the judge who is in office at that time. Inquire of them and they will give you the verdict. 10 You must act according to the decisions they give you at the place the Lord will choose. Be careful to do everything they instruct you to do. 11 Act according to whatever they teach you and the decisions they give you. Do not turn aside from what they tell you, to the right or to the left.
