Zerubbabel led the first group of Jews, numbering 42,360, who returned from the Babylonian Captivity in the first year of Cyrus, King of Persia (Ezra).

According to the Book of Ezra, Zerubbabel is also under the authority of King Cyrus of Persia to build the Temple (Ezr. 4:3). The passages describing Zerubbabel do mention the prophecies of Haggai and of Zechariah concerning Zerubbabel's actions in the land of Judah.

Haggai meaning
Post-fixed with the possessive yod the name Haggai may mean My Feast. But the yod may also create an adjective, which appears to be preferred by scholars: For a meaning of the name Haggai, BDB Theological Dictionary reads Festal. NOBSE Study Bible Name List reads Festive.
Jones' Dictionary of Old Testament Proper Names assumes that Haggai is an abbreviated form of Haggiah and that the yod is a remnant of יה (Yah) = יהו (Yahu) = יו (Yu), which in turn are abbreviated forms of the Tetragrammaton יהוה, YHWH, or Yahweh. Hence Jones translates Haggai with Festival Of The Lord.

Zerubbabel meaning
Tradition dictates the meaning of the name Zerubbabel to be Seed Of Babel, or something to that extent, but seeing that in the story Zerubbabel applied enough pressure on the governing body of Babylon/Persia to be allowed to lead the people back to their Promised Land, the literary character of Zerubbabel is strongly reminiscent of that of Moses. The name Moses probably originated as an Egyptian name, but written in Hebrew it obviously means Drawn/Drew Out [Of Egypt]. Hence, to a Hebrew audience, the name Zerubbabel must have looked like Pressed Out Of Babel.
