The writers of the New Testament seemed very comfortable using phrases like, “the Holy Spirit says…” (Heb.3:7) or, “Now the Spirit expressly says…” (1Tim.4:1), or, “The Spirit Himself testifies…” (Rm.8:16). But exactly how did the Holy Spirit speak to them? When the first followers of Jesus realized that the time had come to find a replacement for Judas the betrayer, they needed to hear from Jesus…but Jesus was gone.
