This passage addresses both Gentile and Jew. It shows that neither conscience nor the possession of God’s law is able to put anyone in the right with God. We do not always obey our conscience and we do not always keep God’s law. The passage thus sets the foundation for Paul’s argument that everyone needs salvation through hearing and believing the gospel.
