The purpose of Exodus 5:1-23 is to record Moses and Aaron’s initial confrontation of Pharaoh with the Divine demand to free Israel. Pharaoh responds just as God had decreed, hardening his heart and refusing to let Israel go. The foremen of Israel, as well as Moses and Aaron, are all confronted with a crisis of belief—to choose between trusting God and His promise or to be faithless and doubt His wisdom and love. In this passage we see that God’s plan to deliver His people is perfectly wise and perfectly timed.
