When Moses left the Lord's presence his face shone like the sun. And it scared the people. So Moses covered his face with a veil. St. Paul grabs that image and says a veil still covers the faces of people preventing them from seeing the Word of God rightly, preventing them from seeing God rightly, preventing them from seeing Jesus. This veil is our desire to save ourselves, to be ourselves, to remain in sin, to ignore the Word. Only in Christ is the veil removed so that we can see God rightly, as a Father who loves us, as the Son who died for us, as the Spirit calling out to us.
