Matthew Poole's Commentary 
 
The apostle, Ephesians 4:11, seemeth to make a different enumeration; there he saith: And he gave some, apostles; and some, prophets; and some, evangelists; and some, pastors and teachers. He mentioneth here only three of those there mentioned, viz. apostles, prophets, teachers. He reckoneth up there evangelists, whom be doth not here mention. He here first mentioneth apostles, by whom he meaneth those servants of God who were sent out by Christ to lay the first foundations of the gospel church, and upon whom a universal care lay over all the churches of Christ, having not only a power in all places to preach and administer the sacraments, but to give rules of order, and direct in matters of government; though particular churches had a power of government within themselves, otherwise the apostle would not have blamed this church for not casting out the incestuous person. 
 
Prophets signify persons (as I have before noted) that revealed the mind and will of God to people, whether it were by an extraordinary impulse and revelations or in an ordinary course of teaching; whether they revealed things to come, or opened the mind and will of God already revealed. But in this text, and in Ephesians 4:11, prophets seem to signify, either such as from the Spirit of God foretold future contingencies, (such was Agabus, of whom we read in the Acts of the Apostles, and others in the primitive church), or else such as interpreted Scripture by extraordinary and immediate revelation. Some think that prophets signify the ordinary pastors of churches; but they seem rather to be comprehended under the next term of teachers, unless we had better grounds than we have to distinguish between pastors and teachers, making the work of the teacher to speak by way of doctrine and explication, and the work of the pastor to speak practically. 
 
Thirdly teachers: some by these understand governors of schools; others, such ministers whose work was only to expound the Scriptures, or the mysteries of salvation: but the apostle, in this enumeration, (which is the largest we have in Scripture), not mentioning pastors, it seemeth to me that he means the fixed and ordinary ministers of churches, or the elders, whom the apostles left in every city, which by their ministry had received the gospel. 
 
After that miracles; after that such as he empowered to work miraculous operations, and those of more remarkable nature, for otherwise the healings next mentioned come under that notion also. 
 
Then gifts of healings; then such persons as he gave a power to in an extraordinary way to heal the sick. Who the apostle means by helps, and by governments, is very hard to determine. Certain it is, that he doth not mean the civil magistrates; for the time was not yet come for kings to be nursing fathers, and queens nursing mothers to the gospel church. But whether he meaneth deacons, or widows, elsewhere mentioned, as helpful in the case of the poor, or some that assisted the pastors in the government of the church, or some that were extraordinary helps to the apostles in the first plantation of the church, is very hard to determine. 
 
Diversities of tongues; such as spake with divers tongues, that faculty being a gift, as we heard before, not given to all, but to some in the primitive church. The apostle, by this enumeration, showeth what he meant by those diversities of gifts, differences of administrations, and diversities of operations, of which he spake in 1 Corinthians 12:4-6.

(28) Father, glorify thy name.—The pronoun “Thy” is emphatic. The Son’s will is one with that of the Father; the Son’s glory is in the glorifying the Father’s name. Comp. the opening clause of the Lord’s Prayer (Note on Matthew 6:9 et seq.) and in this context Note on John 12:23. 
Then came there a voice from heaven.—The words mean, not that a sound came from heaven, but that there was heard an articulate voice (comp. Note on John 3:8); and that St. John intended his readers to understand this cannot be questioned. He records here a fact parallel to those recorded by the other Evangelists at the Baptism (Matthew 3:17; Mark 1:11; Luke 4:22), and at the Transfiguration (Matthew 17:5; Mark 9:7; Luke 9:35), and parallel to that to which St. Luke and St. Paul have testified (Acts 9:4; Acts 22:9; Acts 26:14). 
 
I have both glorified it, and will glorify it again.—The words are without limit, extending to the whole past and to the whole future of God’s revelation of Himself to man. The only limit in the context is that this revelation is thought of as in the person of Christ. His words, His works. His life revealing the mercy and love and majesty of the Father, had to many hearts glorified the Father’s name. The wider future is at hand. The death and resurrection are to reveal God’s character, and therefore glorify the Father’s name to all the world. (Comp. Exodus 33:18-19; Exodus 34:5-7.)

When righteous men do rejoice, are encouraged and promoted to places of trust and power, there is great glory in that commonwealth. The state of that kingdom is honourable, and comfortable, and safe, so as good men can show their faces with courage and confidence.

a man is hidden; the state of that nation is so shameful and dangerous, that wise and good men, who only are worthy of the name of men, withdraw themselves, or run into corners and obscure places; partly out of grief and shame to behold the wickedness which is publicly and impudently committed; and partly to avoid the rage and injuries of wicked oppressors, and the judgments of God, which commonly follow such persons and their confederates in sin. Verse 19. - The lip of truth shall be established forever. Truth is consistent, invincible, enduring; and the fact belongs not only to Divine truth (Psalm 117:2; Matthew 24:35), but to human, in its measure. Septuagint, "True lips establish testimony," pointing the last word ad as ed. Is but for a moment; literally, while I wink the eye (Jeremiah 49:19; Jeremiah 50:44). Lying never answers in the end; it is soon found out and punished (Proverbs 19:9; Psalm 52:5). Septuagint, "But a hasty (ταχύς; repentinus, Vulgate) witness hath an unjust tongue." One who gives his testimony without due consideration, or influenced by evil motives, readily fails into lying and injustice. With the latter half of the verse we may compare the gnome - 
 
Ἀλλ οὐδὲν ἕρπει ψεῦδος εἰς γῆρας χρόνου 
 
"Unto old age no lie doth ever live." A lie has no legs, is a maxim of wide nationality; and "Truth may be blamed, but shall ne'er be shamed."

The lip of truth shall be established for ever,.... The man that speaks truth is and will be established in his credit and reputation among men; he is uniform and all of a piece, and what he says is believed; truth, though it may be opposed, will prevail against lies and falsehood; the word of truth, the Gospel of Christ, will stand for ever; the ministers of truth and righteousness will be continued to the end of the world; Christ, who is truth itself, abides the same to day, yesterday, and for ever; 
 
but a lying tongue is but for a moment; if a liar speaks truth for once, he does not continue in it long, but quickly returns to his former course; or rather the lie he tells is very short lived, it is soon discovered, and he comes into contempt and disgrace, and loses all his credit and reputation among men of honour and honesty, and is sometimes suddenly snatched away by death, as Ananias and Sapphira; all error and heresy in a short time will cease and be no more; and antichrist, whose coming is with lying wonders, the direct opposite of the lip of truth, will be brought to ruin in a moment. That useth divination, i.e. foretelleth things secret or to come, Micah 3:11, by unlawful arts and practices. 
 
An observer of times; superstitiously pronouncing some days good and lucky, and others unlucky, for such or such actions. Or, 
 
an observer of the clouds or heavens, i.e. one that divineth by the motions of the clouds, by the stars, or by the flying or chattering of birds, all which heathens used to observe. 
 
An enchanter, or, a conjecturer, that discovers hidden things by a superstitious use of words or ceremonies, by observation of water or smoke, or any contingencies, as the meeting of a hare, &c. See Poole "Leviticus 19:26". 
 
A witch; one that is in covenant with the devil, and by his help deludes their senses, or hurts their persons. See Exodus 7:11 22:18.

Verse 12. - All who practiced such arts were an abomination unto the Lord, and his people are forbidden to have anything to do with them. They are connected here with the Moloch-worship, because of the intimate relation between idolatry and the use of magical arts; and Moloch-worship is specially mentioned, probably because it was the form of idolatry with which the Israelites were most likely to come in contact, both where they then were and also in Canaan; not, as Keil suggests, because that form "was more intimately connected with soothsaying and magic than any other description of idolatry" - an assertion for which there is no evidence.

And the great dragon was cast out; the dragon mentioned Revelation 12:3, which typified the pagan emperors. In casting them out, 
 
the devil who influenced them, was cast out, who is here called the 
 
old serpent, with reference to the form in which he seduced Eve, as well as his malignity to man. 
 
The devil, that is, the accuser of the brethren, (of which we have an instance in Job 1:1-22), 
 
and Satan, which name he hath from his opposition to Christ and all Christians. 
 
Which deceiveth the whole world; by seducing them to idolatry and superstition. 
 
He was cast out into the earth; cast down from his former state. 
 
And his angels were cast out with him; the instruments he used in persecuting the church, were put out of power. Mr. Mede understands it of the demons which the heathens worshipped as inferior gods. John, being in his trance still, thought he saw a great red dragon, (which he judged to be the devil), and Christ, or the good angels, fighting with and overcoming him; and that he saw the devil, and those evil angels assisting him, thrown down to the earth. This prophetically and typically signified; that though the Roman emperors, being pagans, should persecute the church upwards of three hundred years, yet they should be overthrown, and paganism, with all its idolatry and superstition, should be rooted out; which occasioned a great deal of glory to God from the praises and thanksgivings of his people, expressed in the next three verses.

It is there quoted to show that we should not avenge ourselves; it is here quoted to show that God will certainly inflict punishment on those who deserve it. If any should apostatize in the manner here referred to by the apostle, they would, says he, be guilty of great and unparalleled wickedness, and would have the certainty that they must meet the wrath of God. 
 
And again, The Lord shall judge his people - This is quoted from Deuteronomy 32:36. That is, he will judge them when they deserve it, and punish them if they ought to be punished. For we know him that hath said: For brings in the proof of the soreness of God’s punishment to be inflicted on apostates, from God’s own testimony about it; which we, who are conversant with the Scriptures, are well acquainted with; we know what God hath spoken, and by whom he hath spoken it, John 9:29. Their knowledge of it was clear and certain, it being spoken to them by Moses, and written for them, Deu 32:35,36. 
 
Vengeance belongeth unto me, I will recompense; to me is vengeance and recompence; which are the words of the Hebrew text. To me, the sovereign Being, the supreme and universal Lawgiver and Judge, doth belong the universal right and power of vindictive justice. It is his propriety, as he will avenge all injuries against his people, he will much more avenge the sins and injuries against his Son; and will actually return to evil-doers, as a recompence for their sins, the evil of punishment. He is not only just and powerful, but actually manifesting both in his retribution on them, Deu 32:41,43 Psa 94:1 Romans 12:19 2 Thessalonians 1:8. 
 
Saith the Lord; Jehovah saith it, who is faithful and true, powerful, and constant to his threatenings, as well as his promises. This he saith to, and threatens apostate Jeshurun with, who revolted from God, and served idols, Deu 32:15-17. 
 
And again, The Lord shall judge his people: a further testimony is urged from God’s vindication of his people, when he hath punished apostates, taken from Deu 32:6, and Psalm 135:14. The sovereign Being of righteousness, the same Jehovah as before, will rule, justify, save, deliver, and vindicate his covenant people from the contempt and vilifying of his Son and them, by punishing severely such who, by their apostacy from him and them, are guilty of it. Verse 30. - The righteous shall never be removed (Proverbs 2:21; Proverbs 12:3, 21; Psalm 10:6; Psalm 37:29). This is in agreement with the temporal promise made to the patriarchs and often renewed, as in the fifth commandment. St. Paul says (1 Timothy 4:8), "Godliness is profitable for all things, having promise of the life which now is, and of that which is to come." The wicked shall not inhabit (or, abide not in) the land. The punishment of exile was threatened upon the Jews for their disobedience, and they are still suffering this retribution (Leviticus 26:33; Deuteronomy 4:27; Isaiah 22:17). Christ gives the other aspect of God's moral government when he says (Matthew 5:5), "Blessed are the meek: for they shall inherit the earth."

No; let us learn to pray in the dark. The sanctified spirit, which returns to God, shall praise him, shall be still praising him; but the services of God's house cannot be performed by the dust; it cannot praise him; there is none of that device or working in the grave, for it is the land of silence. We ask aright for life, when we do so that we may live to praise him. In due time God delivered the psalmist out of his troubles. Our tongue is our glory, and never more so than when employed in praising God. He would persevere to the end in praise, hoping that he should shortly be where this would be the everlasting work. But let all beware of carnal security. Neither outward prosperity, nor inward peace, here, are sure and lasting. The Lord, in his favour, has fixed the believer's safety firm as the deep-rooted mountains, but he must expect to meet with temptations and afflictions. (10) The bloodthirsty hate the upright.—Or, perfect man. “for what fellowship hath righteousness with unrighteousness” (2Corinthians 6:14); the life of the perfect man is a continual reproach to them.
But the just (or upright) seek his soul—i.e. care for the life of the perfect; their uprightness shows itself in active help-giving.

10:22. That wealth which is truly desirable, has no vexation of spirit in the enjoyment; no grief for the loss; no guilt by the abuse of it. What comes from the love of God, has the grace of God for its companion. 23. Only foolish and wicked men divert themselves with doing harm to others, or tempting to sin. 24. The largest desire of eternal blessings the righteous can form, will be granted. 25. The course of prosperous sinners is like a whirlwind, which soon spends itself, and is gone. 26. As vinegar sets the teeth on edge, and as the smoke causes the eyes to smart, so the sluggard vexes his employer. 27,28. What man is he that loves life? Let him fear God, and that will secure to him life enough in this world, and eternal life in the other.

Verse 28. - The hope of the righteous shall be gladness. The patient expectation of the righteous is joyful, because it has good hope of being, and is, fulfilled. So the apostle (Romans 12:12) speaks, "Rejoicing in hope, patient in tribulation." Septuagint, "Gladness delayeth for the just." The expectation of the wicked; that which the wicked eagerly hope for shall come to naught (Proverbs 11:7; Job 8:13; Psalm 112:10).

The hope of the righteous shall be gladness,.... Or, "is gladness" (w); it is now attended with joy; he has a pleasure in the exercise of the grace of hope as to future things; he rejoices in hope of the glory of God, and is enabled to hold fast the rejoicing of his hope firm unto the end, Romans 5:2; and the issue of his hope will be an abundant entrance into the joy of his Lord; a being brought into his presence, in which is fullness of joy; he is not ashamed of his hope now, and he will not be disappointed hereafter; 
but the expectation of the wicked shall perish; his hope and expectation, either of riches, and honour, and pleasure in this world, or of a long life in it; or of happiness in the other, and of escaping the wrath of God, and the vengeance of eternal fire; all which, being grounded on a wrong bottom, shall be frustrated; see Job 8:13.

28:5-15 The prophet next turns to Judah, whom he calls the residue of his people. Happy are those alone, who glory in the Lord of hosts himself. Hence his people get wisdom and strength for every service and every conflict. But it is only in Christ Jesus that the holy God communicates with sinful man. And whether those that teach are drunk with wine, or intoxicated with false doctrines and notions concerning the kingdom and salvation of the Messiah, they not only err themselves, but lead multitudes astray. All places where such persons have taught are filled with errors. For our instruction in the things of God, it is needful that the same precept and the same line should be often repeated to us, that we may the better understand them. God, by his word, calls us to what is really for our advantage; the service of God is the only true rest for those weary of the service of sin, and there is no refreshment but under the easy yoke of the Lord Jesus. All this had little effect upon the people. Those who will not understand what is plain, but scorn and despise it as mean and trifling, are justly punished. If we are at peace with God, we have, in effect, made a covenant with death; whenever it comes, it cannot do us any real damage, if we are Christ's. But to think of making death our friend, while by sin we are making God our enemy, is absurd. And do not they make lies their refuge who trust in their own righteousness, or to a death-bed repentance? which is a resolution to sin no more, when it is no longer in their power to do so.

To be afflicted - By persecution, imprisonment, scourging, etc. 
"They shall deliver you up to councils" (Mark). To the great council, or Sanhedrin - for this is the word in the original. See the notes at Matthew 5:22. This was fulfilled when Peter and John were brought before the council, Acts 4:5-7. Mark further adds Mark 13:9 that they should be delivered to synagogues and to prisons to be beaten, and should be brought before rulers and kings for his name's sake. All this was remarkably fulfilled. ... 
 
And shall kill you - That is, shall kill some of you. Stephen was stoned Acts 7:59; James was killed by Herod Acts 12:2; ... 
 
When they were delivered up, Jesus told them not to premeditate what they should say, for he would give them a mouth and wisdom which all their adversaries would not be able to gainsay or resist, Luke 21:14-15. The fulfillment of this is recorded in the case of Stephen Acts 6:10, and of Paul, who made Felix "tremble," Acts 24:25.

(11) Many false prophets shall rise.—The later writings of the New Testament bear repeated testimony to this feature of the ten years that preceded the destruction of Jerusalem. St. John speaks of false prophets (1John 4:1), and many antichrists (1John 2:18); St. Peter of “false teachers” (2Peter 2:1), like the false prophets of old; St. Paul of men who should give heed to seducing spirits (1Timothy 4:1). These show the extent of the evil which was the natural outcome of the feverish excitement of the people. In Josephus (Wars, vi. 5, § 2) we have the record of this working of false prophecy in more immediate connection with Judæa and Jerusalem. Up to the last moment of the capture of the city by Titus, men were buoyed up with false hopes of deliverance, based on the predictions of fanatics and impostors.

(12) Because iniquity shall abound . . .—Better, lawlessness. No word could more fitly represent the condition of Judæa in the time just referred to: brigandage, massacres, extortion, assassination, came to be common things. 
The love of many . . .—Better, of the many; the greater part of the true Israel who would be found in the Church of Christ; perhaps, also, the greater part of the nation as such. This was the natural result of the condition of things implied in the “lawlessness.” The tendency of all such times, as seen in the histories of famines, and pestilences, and revolutions, is to intensify selfishness, both in the more excusable form of self-preservation, and in the darker form of self-aggrandisement. In the tendency to “forsake the assembling of themselves together” among the Hebrew Christians, we have, perhaps, one instance of the love waxing cold (Hebrews 10:25).

(13) He that shall endure unto the end . . .—The words have at once a higher and lower sense. Endurance to the end of life is in every case the condition of salvation, in the full meaning of the word. But the context rather leads us to see in the “end” the close of the period of which our Lord speaks, i.e., the destruction of Jerusalem; and so the words “shall be saved” at least include deliverance from the doom of those who were involved in that destruction.
